Phuket Development Max Height Limit Increased to 140 Meters in 2025

A recent Cabinet decision has lifted the restriction on construction above the 80-meter mark in Phuket.

Development in Zone 6 is now permitted up to 140 meters above sea level, benefiting owners of high-altitude land. Zone 6 includes most areas across Phuket, excluding coastal regions, the protected Nakkerd Range, and densely populated areas like Phuket Town. The remaining parts of the island are now open for construction between 80 and 140 meters above sea level, subject to additional restrictions.

The resolution, published in the Government Gazette on December 13, came into effect on December 14, 2024

Key Changes and Regulations

The zoning adjustment allows single-building developments with specific conditions. Buildings must not exceed six meters in height or cover more than 90 square meters, and 70% of the plot must remain as green space. Half of this green area must be unpaved to support natural vegetation.

Land titles eligible for development must have been issued before 2017. Impact assessments by the Phuket Provincial Office of the Department of Public Works and Town & Country Planning are mandatory, ensuring projects meet environmental and safety standards.

The Rationale for the Change

According to Rakkiat Deetphin from DPT Phuket, the change addresses fairness concerns. Many landowners felt restricted by the 2017 rule, which expired, leaving them unable to utilize their properties despite paying taxes. This adjustment follows consultations with public and private sectors, aiming to balance development rights and environmental concerns.

Market Impacts

The new regulation is expected to increase the value of high-altitude land. In Patong, land values now range between 150 and 200 million baht, with areas slightly outside the town priced at 6 to 8 million baht, depending on demand. Maetapong Upatising, President of the Phuket Real Estate Association (P-REA), noted that luxury hotels and housing developments will gain significantly from these changes. Future Developments

The new Phuket City Plan, expected in 2025, will further shape zoning regulations. It may introduce a Floor Area Ratio (FAR) system, limiting floor space on specific plots. Some high-density areas could also see a maximum height limit of 60 meters.
